5G Safety Advocates worldwide and other potential clientele, who understand the critical importance of citizen feedback to government agencies regarding EMF biological safety issues, anxiously search for knowledgeable help navigating the labyrinth of the public comment process each time the EMF Spectrum managing agency or other EMF Environmentally related government agency calls for public comment, which they are legally required to do. In fact, they are anxiously searching right now as I write this, since, in America, the FCC, which is charged with managing the EMF Spectrum, has called for FCC comments from the public regarding their newest proposed changes to facilitate the fast tracking of 5G, with the 30 day Public Comment cut-off deadline looming. Other countries have similar governing bodies with similar public comment processes, so for our example here we will use the FCC.
The Growing Need for FCC Comment Writers
Since 2017 the FCC has been fast tracking its 5G deployment, steered by its self proposed 5G Fast Plan directives under FCC Chairman Ajit Pai, and in every instance of new proposed ruling or rule-making change in the intervening years they have been required to ask for public comment, presenting concerned citizens with a golden opportunity to raise their voices and add their advice to the dialog, and hopefully the 5G decision making process.
The problem is that the public commenting is an art and a science that few have patience to learn, much less the time to wade through the labyrinth of government process. In November 2019, for example, public record shows that only 1,303 public comments were received in response to a game changing FCC proposal designed to speed up the expansion of 5G nationwide by overturning long standing rules with regards to limits to radio frequency exposure.
Worse, the FCC record of public commenting shows us that nearly all of those public comments were dismissed simply for not following the instructions, not being relevant to the inquiry, or not on the topic of the particular request for comment. That fact, dispiriting as it is, is not as sobering as the fact that just over a thousand commenters is not imposing, whereas had a million commenters responded, even had they done it incorrectly or off-topic, the sheer numbers of public responses would be been noted into the public record and that would have been a significant attention-getter.

How FCC Comments are Requested
Here, you see a download link to some key excerpts I have put together from the current (April 2020) Notice of Proposed Rulemaking (NPRM) that the FCC has asked the public to comment on. These 7 pages of excerpts serve as examples for government proceedings calling for public comments, and it shows the types of questions the FCC is looking for answers to, and the issues it asking the public to comment on. In this download pdf you will also find the url to locate the entire document, the url for submitting a comment; the deadline for submitting comments in response to this particular document is May 15, 2020.
Do not be intimidated by its government-speak, and do not be outraged that it is full of misstatements – this is the reason the FCC is asking for comment, they realize there is a lot about this issue that they do not have right. You, as a Commenter is not required to answer all requests for comments, but instead can cherry pick among them to cull out the ones most pertinent to what you would like to address with your advice. Keep in mind though that you will not find requests for comments on biological risks or health impact studies since the FCC feels that this area is the purvey of other government or official organizations and thus the FCC’s job is merely to follow recommendations from them. Some of the the FCC requests for comments are more suited to those with an engineering background, or environmental, or physics, so it can naturally help if you have the background suited to speaking on that issue, but in all cases an astute comment writer can craft a successful comment.
To learn how this is done, a look at successfully submitted comments is instructive. Here are examples of comments that are now filed permanently at their own urls on the FCC site as part of the legal public record, and each of these comments, and the commenter’s name, is also included in the FCC documents going forward. It is easy to see why they were accepted while so many others were not – they are correctly submitted and they are relevant to a topic that the FCC has requested comment on. Please also note that while all of these commenters has a keen interest or professional background in health, to submit their comments successfully they did not focus on health issues, which is outside the purvey of the FCC, and instead complied with what the FCC was asking for and gave their advice. Certainly these are examples of an exercise in self restraint that paid off in health dividends just the same.

Moreover, past comments that have been successfully incorporated into FCC filings and proceedings going forward, are noted and listed separately – serving as ideal examples of “great commenting” for the aspiring professional Comment Writer to government agencies.
However, if writing these Standard Filing types of Public Comment with all its hoop jumping, is just too unappealing to you, there is always the Express Public Comment. Even though the Express Comment does not serve the larger purpose of making a mark on the public record directly, you can plan an organized avalanche of comments that aims at getting EMF public concerns noticed by the sheer volume of concerned-citizen comments, and the force of public push-back will be recorded in the public record en mass.

How do you know when that is? Federal Register (.gov) is the place to find all USA government agencies (and their documents announcing proposed changes) who are calling for public comment.
